The
National Training Department
has updated the value-added article
Reporting MT Hours to provide guidance on how and
which form to use for the various member training activities. The article
explains the correct use of the 7029 Member Activity Log, 7030 Activity
Report-Mission, and 7039 Workshop Mission and Attendance Report for each type of
member training activity.

TCT Refresher![]()
The 2008 TCT one hour
required refresher session has been released. This annual requirement for
operations personnel includes the
2008 TCT PowerPoint Presentation,
2008 TCT Facilitator Resource and the
2008 TCT Participant Reference. This one hour refresher session
emphasizes crew problem solving and the seven key components of Team
Coordination Training (TCT).

Subj: Navigation Rules Requirement -031/07
1. We have been working to resolve an item that was discussed during
NACON. The issue is the Navigation Rules exam requirement for coxswains and
PWC operators.
2. In January when the new Boat Crew Training Manual was promulgated
AUXDATA was set up to monitor this qualification in a calendar year. Some
regions are already requiring taking the exam on the fifth year anniversary
date, while others use the end of calendar date in AUXDATA and allow it to
run to the end of the fifth calendar year. If it were allowed to run to the
end of a calendar year a coxswain could go nearly 6 years without taking the
exam, if it were taken early on in the year.
3. Currently the wording to the requirement is open to a bit of
interpretation. You felt it could be read either way (every five years from
the date the test was last successfully taken or December 31 of the fifth
year like other annual requirements). It currently reads:
Auxiliary Boat Crew Training Manual, Chapter 5 A.6. Five Year Requirements
* Coxswains and PWC operators must pass an open book Auxiliary Navigation
Rules examination at least every five years with a minimum score of 90
percent.
* Members failing to complete the open book exam within the five year period
are considered lapsed and must retake the exam and achieve a minimum score
of 90 percent to regain certification and receive orders.
4. To clarify, standardize, and bring this requirement in line with
active duty the verbiage is changed to:
Auxiliary Boat Crew Training Manual, Chapter 5 A.6. Five Year Requirements
* Coxswains and PWC operators must pass an open book Auxiliary Navigation
Rules examination within five years from the date of successful completion
of the previous exam. A passing score for this requirement is 90 percent or
greater. Members failing to complete the open book exam within the five
year period are considered lapsed and must retake the exam in order to
regain certification and receive orders.
5. This change will take effect beginning January 1, 2008. AUXDATA will
be modified to track the date of exam vice the default of 31DEC and put a
member in REYR if the test has lapsed. Some regions will be impacted more
than others due to your varying active boating seasons but all regions will
have members due in Jan-Apr who will be thinking they have all year to take
the test.
6. The purpose of this list is to keep Auxiliarists as well as all other
interested parties abreast of current developments, policies, manuals, etc.

The US Coast Guard Auxiliary National V
Department has released the
2008 VE and PV
Workshops. The workshops for 2008 are not
mandatory but units are encouraged to hold the workshops to better the knowledge
of their Vessel Examiners and Program Visitors. The workshops are also available
on CD from ANSC as, "V Department 2008 Workshop CD - ANSC 2001A".

The workshop is required for all Instructors for 2008. A qualified Instructor or
Member Trainer may implement this Workshop at any level. The length of the
Workshop should require 30 - 35 minutes for presentation.

Instructor Development Course (IDC) Resources
The Instructor Development Course (IDC) open book test is now available on-line. The Student Course Book and Appendices A, B, C may be downloaded from the Education Department E-Library. A paper test will still be available and may be ordered through ANSC.

IT Course On-Line & Paper-Based Exams Availability
With the introduction of the new “Instructor Development Course” (IDC) in January 2007, a new standard was established for instructor training in the Auxiliary. Recognizing there were members involved and needing to complete the old “Instructor Training” (IT) course, those members will still have the IT exam on-line and in ANSC until 1 May 2007. At that point, new members starting instructor training must use the “Instructor Development Course”. Members currently taking the IT course are advised to complete their coursework and take the exam prior to 1 May 2007 to become qualified in the program.

Administrative Procedures Course (APC) Update
The APC is an overview of the Auxiliary Manual for flotilla- and division-level elected officers. All APC resources have now been updated. The on-line exam has been replaced with a new version on the Exam Gateway. Do not attempt to re-use cached sites or favorites, which could result in failure to access the updated exam. The updated print editions of the APC Instructor and Student Study Guides are now available from ANSC and the National Training Department. The revised printed APC exams are now available from ANSC. All previous versions should be destroyed.
